Ghost window when configuring project

    Description

      1. Start Creator with empty settings.
      2. Open a project without a configuration.
        FWIW, I did both steps by starting Creator with: 
        D:\tmp\qtc\qtcreator-13.0.0-rc1\bin\qtcreator.exe -tcs C:\Users\rober\dev\src\creator-13\tests\manual\debugger\cli-io\cli-io.pro
      3. Click "Configure Project".
        For this, I used Qt 6.6.0 from the Online Installer, based on MSVC2019.
        A small window - or just a title bar - will pop up in front of Creator and disappear immediately.
