When Qt Creator is launched the first time (or -tcs) with installed Android Qt versions, an infobar entry guides users to the Android settings. Once the prerequisites are complete, and Apply/OK is pressed, the toolchains, debuggers and kit entries are supposed to be created.

This was the case up to Qt Creator 12.0.3. In Qt Creator 13, only the toolchains are registered immediately, and a restart is required to create debuggers and Kits:
