Debugger tooltip background too transparent for dark editor themes

      The debugger tooltip background is set to over 92% transparent, so that the palette text colour has no contrasting background.

      I have a black background editor with white text but my widget colour scheme is black text on light gray. I can't read the debugger tooltips in this scheme.

      Attached is a proposed fix which makes the background only 20% transparent and provides good contrast with the tooltip text.
