Build option for android to skip regular build and only do the APK step

If a project is huge, scanning for changes may take a long time. If the user only works on java code, the whole regular build step could be skipped and instead only the APK building step could be run directly to speed up building and testing steps considerably.

It is possible to disable those build steps manually from Projects, but maybe there could also be an option somewhere (Build -> rebuild APK and run) to run only the APK build step and then deploy and run the application.
