With Terminal Plugin not being loaded, external Terminal does not open

Until the embedded Terminal was implemented, Qt Creator opened an external Terminal (e.g. via "Open Terminal..." in the Environment editors). With the Terminal plugin, the embedded Terminal took over this role.

However, if the Terminal plugin is not loaded, now, the "Open Terminal..." button does nothing.

I would expect the external Terminal is such case.
