Make infrostructure for deliver ex/internal plugins to extention manager

1) Create a plugin in my GitHub repo to update GitHub Workflow
2) Create a similar workflow for the AppStatistikMonitor plugin in my qt-creator fork
3) Add such workflow to the main qtcreator repo
4) Make a template for such workflow
5) Make a template for plugin workflow available through GitHub
