Move "Install an APK file" feature from project Run settings to a menu item under Tools

The feature "Install an APK file" that's under Android projects' Run settings doesn't really belong there, the feature is totally unrelated to any project, it's a standalone utility that makes more sense if it's moved to be a menu item under "Tools" menu (or other menu).

Also, the feature lacks any error handling or success reporting, whether the APK installed successfully or failed, you wouldn't know.
