Remove "Additional Libraries" section from Android Build settings

The section "Additional Libraries" with the option to add OpenSSL prebuilt libs is quite redundant now, it doesn't work at all for CMake projects (it might be working for qmake but I doubt it's used all that often). In fact, the main use for it might be the OpenSSL libs part which is done manually for the most part, but if we want to keep the feature, it makes more sense that it's also a menu item under Tools or such because after all adding the libs is a one time operation anyway so it would be more accessible that way instead of being under a hidden section in Build settings.
