Evaluation count for launching tools inconsistent with other telemetry numbers

(To be moved to an appropriate project once the root cause for the issue has been evaluated)

Since week 39 of 2024, the "launched" numbers of the evaluation funnel (as collected and presented in PowerBI) exhibit a sudden downwards trend as compared to the preceding steps (i.e. "downloaded" and "installed").
