qmlls: re-enable project specific settings

    Description

      Re enable project specific settings for qmlls. They stopped working with QTCREATORBUG-31897 and require either QTCREATORBUG-32015 (force recreate qmlls when the project specific setting under QtQuick is changed) or QTCREATORBUG-31987 (get rid of project specific settings under QtQuick and use the same one as the LanguageClient implementation does).
