Extension T&C acceptance storage

What

• Qt Creator shall store information about a user's acceptance of the terms and conditions of Qt-provided AI extension that requires such storage.
• The users who have accepted the terms and conditions shall be auditable.

• Qt, as an extension publisher, shall be able to require storage of acceptance data by defining the terms & conditions -property of an extension while publishing it. 
• Qt shall be able to audit which users have accepted the terms and conditions.
