Add settings widget in the QtC Preferences

We should also be able to set formatting options via a settings page in the QtC preferences. That should most likely look like clang-format preferences editor, but in our case the file should be .qmlformat.ini file. Then, we should be able to pass those settings to external qmlformat executable and language servers qmlformat module.
