UX revamp - onboarding

What

• design and implement the first phase of onboarding new users with a prompting wizard that allows the user to change and validate their environment 
• theoretically implement the first elements of the specification, unlikely due to lack of resources
• update the content views within Welcome-mode with better interactions
• update the Academy content view within Welcome-mode with new content (unless content is fully dynamically retrieved)
• harmonize the examples, tutorials and Academy content with regard to tags 

Why

• design was delayed in Qt Creator 17 timeframe, ensure that it is ready for development in the next release
• discovering content within Qt Creator is important entrypoint for Academy. 
• tags are used inconsistently

Dependencies

• Qt Academy / LearnUpon API
• Qt doc project (for example content) 

Tasks

• Define how content views shall be extended 
• Define next batch of Academy content (unless automatically up to date)
• Create census listing of current content and their tags
• Create proposal for to update the use of tags
