Lua extensions: Expose API to post into Issues pane

      A customer has an old Qt Creator plugin that can post issues directly into the Qt Creator Issues pane, and users can click on the issue to jump back to the code. This was done using ProjectExplorer::TaskHub::instance()->addTask()

      It would be nice for the new Lua API to expose something similar.
