[Reg 16 -> 17] Erratic scrolling can appear at the end of the document

      With the new "pixel" scrolling it can happen that when scrolling to the end of the document, it jumps to the top of the document while the scrollbar is still at the end.

      In that situation the mouse scrollwheel doesn't work anymore at all.
