[local build] last issued command should be pre-selected when opening the local build dialog

When pressing the "Local Build..." button to open the respective dialog, it would be helpful to have the last executed command already filled-in (pre-selected) in the "command" field. This is usually the item the user will want to execute again (either unchanged or with slight modifications).
