Preferences > C++ > Code style: can't scroll views

The views in "code style" settings page cannot be scrolled unless "copy" button is clicked. See the attached video.

In the video I'm attempting to first drag the scrollbar (no effect) and then use mouse wheel to scroll (also no effect). After pressing the copy button the views start reacting to wheel events and the scroll bar can be dragged.

This issue can be reproduced at least on Win 11 and macOS.
