QtCreator won't launch if Qt folder has been removed under Roaming folder

      Qt Creator has been installed using offline installer (hybrid). No license file exists on the users home folder and the Qt folder has been removed under Roaming folder after the installation. 

      When launching the Qt Creator, nothing happens. When launching it again, following notification will popup:

       

      Fallback hasn't been enabled.
