Changing both color theme and language makes the menu disappear

When both the language and theme are changed at the same time, the menu gets hidden.

For example, if the initial setting is language=English & theme=Dark (2024), changing it to Japanese and Light (2024) makes the menu hidden after restarting (using the "Restart now" button)

It can be brought back by pressing Ctrl + Alt + M, but this is not immediately obvious, I had to search for the shortcut online.
