Environment variables in cmake presets are not propagated to the Run environment

      The cmake presets support an "environment" section.  Qt Creator correctly sets these in the Configure and Build stages.

      However, the environment variables are not propagated to the environment in the Run stage, even though the Run environment specifies the Build environment as the base (by default).
