Remove option to unconditionally create .qmlls.ini file for new projects

      Preferences > Language Client > QML Language Server contains an option, "Create .qmlls.ini files for new projects".

      These files are no longer needed from Qt 6.10 onwards, so that option should be removed.

      To continue supporting users on Qt 6.8 LTS (or 6.9), we could move that option to the "New Qt Quick Application" wizard. That option should be disabled if:

      • "Minimum required Qt version" >= 6.10
      • "Minimum required Qt version" < 6.8 AND "Allow versions below Qt 6.8" is disabled(under QML Language Server options)
