Make Qml Observer toolbar actions available in menu

    Description

      The different actions (Apply Changes on Save, Show App on top, Play/Pause animations, Observer mode + submodes) should also be accessible via the 'Debug' menu. Question is whether they should be just disabled, or invisible, when the QML language isn't marked as a debugging language.
