At the moment it is only possible to set a license template globally but IMHO it would make more sense to enable the user to optionally provide a license template per project.

I am working on different projects and all of them have different licenses so being able to provide license templates on a per project basis would save much copy/paste and prevent some merge requests from being rejected (global license template being inserted which refers to another project )
