Can't add uncategorized external tool

    Description

      1. Select "Tools" -> "External" -> "Configure" from the menu.
      2. Select "Uncategorized".
      3. Click "Add" and select "Add Tool" from the drop-down menu.
      4. Type some name and press "Enter"-key.
        The new tool will be added in "Uncategorized" category.
      5. Click "OK".
      6. Check menu "Tools" -> "External".
        The new tool from step 4 will appear in a submenu called "Uncategorized".

      Instead, the tool should appear on the highest level of the "External" menu.
