Turning off VcsBase plugin invalidates all settings

      Under "Help" "About Plugins" when turning off the last plugin entry VcsBase all entries are being greyed and inaccessible. None of the other entries may be changed anymore.
      Also when VcsBase is turned off the subversion entry in "Tools" is no longer present. This has been verified with Subversion plugin switched on but greyed through turning off VcsBase. Presumably the same with other tool entries.
      As long as VcsBase is turned off none of the other entries may be changed.
