Fix determination of mime type of a file

      The algorithm that determines the mime type of a given file (name) should be fixed to better match the "recommended checking order" in
      http://standards.freedesktop.org/shared-mime-info-spec/shared-mime-info-spec-latest.html#id2661973

      Also some things like the default 'weights' are different in Qt Creator than in the spec.
