When the mode bar is hidden and you press Ctrl+T to open the target selector you only see a few pixels from the top because it is positioned too low.
After showing and hiding the modebar again, it is positioned correctly.

This only occurs when the mode bar was hidden at program start.
If it was visible in the current Qt Creator instance you have to hide it and restart Qt Creator.
