Automatic debugger language change is missing in some cases

      In the Options, we can set that the Debugger language should change automatically (see screen shot).

      If set, the changing does not happen in all situations.

      I am not sure which combination should trigger an automatic language change. I added four cases to the table below where I believe that it should happen. Feel free to edit the table
