Project toplevel is used instead of file on some cases

If no project is open, toplevel becomes invalid.

A few examples with Git:

• Open file log -> All file operations are disabled
• Open file log inside a submodule, local repository menu refers to the superproject (can be seen using the branches dialog)
• From a submodule or an external repository open Local Repository log, then choose it again -> Log for the current project is displayed.
