Clarify license requirements for the LGPL3 Installer Framework

    Description

      The Qt Installer Framework is available under the LGPL3 license, but it is really not clear to me - even after reading all of the LGPL3 - whether or not I can package a closed source program using the LGPL3 version of the Qt Installer Framework. Is the installer then considered a 'combined work'? The LGPL3 really only seems to consider libraries that link with applications, not tools that bundle other applications.
