Investigate if package download could be optimized

The download speed varies a lot when doing lot of installations. I had a moment when I was installing content from internal staging server and the installer UI had download speed moving between 200-400 kiB/s, at the same time I downloaded from same server with ssh random archive with speed of 10.1MB/s, so there might be something to improve in the way that installer is doing the archive download.
