Make the maintainance tool of offline installer can install additional modules after first installation.

    Description

      For example, when you download a offline installer of Qt5.12, and you install a Qt for MSVC at first time,  after some time, you want to install Qt for android, and then you open the maintainance tool, want to add the module of android, but you can't.

      While the online installer can. it is very inconvenient .
