Non-administrator windows users cannot use maintenancetool.exe if it was installed by an administrator windows user

The maintenancetool.exe process runs shortly but closes again, no UI is shown.

The root cause is that the non-administrator users have no rights to read[/write] these files:

• installer.dat
• maintenancetool.dat
