--no-proxy and --proxy options works on Linux but not Windows. On Windows the --no-proxy option just disables the system settings but it will still appear to hang trying to reach the Internet instead of just faiing right away. As for --proxy there is no way to pass this an actual proxy, so again it appears to depend on the system settings for this to be set as opposed to specifying one.
