Description
If updater finds new version of the Maintenance tool, force it to load & update & restart before updating any other component.
The same rule should apply also for 'package manager'.
The use case is the following:
- User(s) have installed version "1" of the (online) SDK/installer
- The online repository is updated to contain
a) new component or
b) updated old component
and this component depends on version "2" of the maintenance tool.
This could be e.g. new operation that must be performed for the content
that is to be installed or updated. - the updater/maintenance tool should notice first that there is new version
of the maintenance tool available -> install it first and nothing else
& reboot maintenance tool - after the previous step allow to update/download new items
