CLI allows installation with an invalid repository

      Can be reproduced with:

      ./installer.run --set-temp-repository="an-invalid-path" --root="/home/user/installRoot" install

      Even though installer cannot retrieve Updates.xml from the only available repository, maintenance tool will be written and installation will be indicated as successful.
