Default installation in Windows - MinGW or MSVC

    Description

      We chose to offer MinGW libraries for users in the default installation. The reason for this was that even using the registry, the user often had several MSVC toolchains both 32 and 64-bit. 

      Is this still the case? Could we check that if the user has MSVC 2019 installed, installer will installer those libs by default, otherwise MinGW libs.
