Improve open-source obligation texts

Change the first sentence: "Open-Source Qt is available under GNU General Public License v3 and Lesser GNU General Public License v3. A few components are available under GNU General Public License v2."

Change "GPLv2, GPLv3, and LGPLv3 obligations" to "(Lesse) GNU General Public License v3 obligations"

Remove bullet "Provide a re-linking mechanism"

Rephrase "Make open consumer devices" to "Make consumer devices, which allow users to access to install and run modified versions of the SW inside them."

Add a bullet "For further information, please refer to GPLv3 (https://www.gnu.org/licenses/gpl-3.0.html) and LGPLv3 (https://www.gnu.org/licenses/lgpl-3.0.en.html).
