CLI: Components can be installed even if there is essential update

With CLI, components can be installed even when there is an essential update. Essential updates should always be installed before allowing other installs as the components might not be compatible with ' old' essential component, like maintenancetool. We for example might have new repository structure, new installscript commands etc. that the essential update would offer for installable components.
