      .dat file:

       <argument>@RELOCATABLE_PATH@/bin/sdktool.exe</argument>

      .dat file should be:

       <argument>@RELOCATABLE_PATH@/@SDKToolBinary@</argument>

      Saving the variable unresolved makes it possible to change the location of SDKToolBinary during update.
