QtCreator cannot be installed without Internet connection

      QtCreator 4.15 installer does not allow to continue past the starting screen, if Internet connection is not available. The starting screen suggests to configure proxy in the Settings or continue without Internet connection, but the Next button is inactive and there is no option to disable Internet connection in the settings.

      This problem was not present in 4.15 rc1.
