      How to reproduce

      • Go to examples/tutorial, call '..\..\bin\binarycreator --ignore-translations -t ..\..\bin\installerbase.exe -c config\config.xml -p packages tutorial.exe'
      • Run tutorial.exe

      What happens

      • Installer complains with "At least one valid and enabled repository required for this action to succeed"

      What I expect to happen

      • The installer should check that config.xml does not contain '<RemoteRepositories>', and assume the installer is offline only
