SPIKE: What would it require to use an open-source Conan client for package management

We need plan B for the Conan backend and distribution, if the operating costs turn out to be extremely expensive. 

• How feasible would it be to use open-source Conan?
• Would it possible to have our own backend and distribution system licensing-wise and technically?
• What would it require to implement a custom backend?
