Offline installer still needs network connection

The offline installer (e.g. qt-enterprise-windows-x64-6.4.0-1.exe) under CLI doesn't read the qtlicenses.ini to get the license keys by default, even though the license config files are available. When the Internet is disconnected it throws the error "Failed to connect to server"

The workaround is to pass the license keys with --license-keys. But it will be difficult for the customer's IT to do the silent installation with the offline installer, while it cannot really work without network.
