The contents of the cache subdirectories and manifest.json mismatch if installer process is killed at any point after the metadata fetch.

The manifest file is currently synced at the installer shutdown. We should consider more fine grained syncing or at minimum sync when updating the cache subdirectories after the metadata fetch.
