Enable skipping metadata evaluation during initialization for selected components

To speed up the metadata evaluation phase (before the install tree is shown) we could skip evaluating the control scripts for components we know not to do anything meaningful for initialization. These control scripts can be evaluated later if selected for installation.

Enable tagging these components on two levels:

• Updates.xml -> global for all components within this repository
• per component

For example:
