installer / maintenance tool fail to launch on ARM

when i try to launch the latest MaintenanceTool, i get what you see in the screen shot, and then it immediately exits.

same thing if i run qt-unified-windows-x64-4.5.1-online

but if i run qt-unified-windows-x86-4.3.0-1-online, it works just fine, but THAT will install the latest MaintenanceTool, which i can't run.

Note i have an ARM computer running Windows for ARM, but this should not matter, because of the intel translator built in, should not interfere at all, but thought i'd mention it.

to be clear, i've been developing this way for quite some time and it's been working, until the latest update to the MaintenanceTool / installer.

as a test, network is set to "private", and i've turned OFF any firewall, doesn't help.
