Custom repositories cannot be added in the offline installer

    Description

      Custom repositories cannot be added in the offline installer. Adding repos in Settings is ignored, even though the log says new repos added. The goal is to support both cases:

      • Add custom repos to be including in the creation of the offline installer
      • Add custom repos to an existing offline installer
