      New operation for reading QtCreator settings

We need a way to read settings items from QtCreator, same way that SetQtCreatorValue operation is used to write them.

Right now, this is needed in order register multiple documentation paths to QtCreator's setting "InstalledDocumentation". Alternatively, AppendQtCreatorValue would do as well.

      We need a settings object in the script areas to get values from every where. We need a more general settings operation (add/remove/replace/set a value).
