RepositoryUpdate feature shouldn't add repositories if setTempRepository is used

Tests of current installers are using the setTempRepository feature. This does not work if we enable the new structure where we have a root repository which adds repository based on the product key.
In that case the current code adds the child repositories to the default ones which are saved, but not used because of the setTempRepository feature.
